Murder Charge Sought in Kenosha Domestic Violence Case

(WGTD)---The woman who was killed in a domestic violence-related incident in Kenosha Monday evening has been identified as 26-year-old Charniese Brown.

A 51-year-old man is expected to be charged with 1st Degree Intentional Homicide. 

The suspect is believed to be the bloodied man police confronted at gunpoint at 1704 73rd St. Monday evening a little after 5:30. Police raced to the scene after receiving a 911 call from the apparent victim who said somebody was trying to kill her. 

Next door neighbor Robert Garner didn't witness any violence but he was there in the immediate aftermath. "I was inside fixing my bathroom sink and my girlfriend said something is happening," said next door neighbor Robert Garner. "I come out toward my front porch and there's cops everywhere, guns drawn, rushing up to the house next door to me. And we're all, like, what the hell is going on," he said.

After a few minutes, Garner said he walked across the street for a different perspective, looked back, and saw a man covered in blood with police standing around on the front lawn. 

The body of a woman was nearby. "As I'm talking to my neighbor, he's telling me they've been performing CPR on her for like five minutes. So I'm, like, she's probably not going to make it. And she didn't," he said.

Police issued a statement Monday night saying only that a "death investigation" was underway. 

Garner described the house next door as a rental that changed tenants frequently. 

He said he spoke briefly with the current female resident on a couple of occasions, and believed that she lived in the home with her boyfriend and a half-dozen kids.

Garner said he was told that at some point Monday evening the kids were locked out of the house so they wouldn't be part of what was going on inside. Later in the evening, Garner saw the children being led out of a neighbor's home with a police escort. 

The bloodied man was eventually taken away in a rescue squad.

Garner said he's lived in his home for some 20 years and that the neighborhood isn't bad--except for the rental next door. "I've seen police at this house 3 or 4 different times for 3 or 4 different tenants," he said. "I think that house is cursed or something."

Garner said he heard the current tenants argue only a couple of times and that the arguments didn't fall into the "escalated" category.
