Racine County Authorities Step in to Protect Baby; Criminal Cases Launched

(WGTD)---A Burlington couple who left a trail of kids and allegations of neglect through several states is facing child abuse charges in Racine Court.

33-year-old Devin Hoppe and 35-year-old Jackie Moseman are being held in jail in lieu of $250,000 bonds. 

Both are charged with abuse, neglect and failing to act to prevent great bodily harm to a child. That child is an eight-month-old who, according to the criminal complaint, had numerous bruises and a healing bone fracture.

Authorities were tipped off by Moseman's relatives who had received photos of the baby with red marks on her neck.

Speaking to investigators, the pair told a variety of conflicting stories, including references to incidents in which the baby was violently shaken and thrown into a crib. 

According to the complaint, Moseman is pregnant with her seventh child. All of her children, ranging in age from the eight-month-old to a 14-year-old, were removed from her home by child protective workers over time in several states. 

The complaint says the defendants have lived in Burlington for a month.
