Groundbreaking Held for Next Phase of Regency Mall Redevelopment

June 24, 2025 8p

(WGTD)---A ceremonial groundbreaking ceremony was held Tuesday for the third phase of the four-phase, $120 million Regency Mall redevelopment project.

Construction is expected to start soon on 266 apartments that are planned for a site at the mall where a movie theater once stood. The property is located just north of Target and Pritchard Park.

At Tuesday's event, Hull Property Group executive John Mulherin praised Racine Mayor Cory Mason. "A redevelopment of this size and nature is very complicated," he said. "It doesn't always run smoothly. You run into obstacles, but your team has helped us work through each and every one of those and we're glad to be here this great day today."

The first phases of the redevelopment project involved the demolition of half of Regency Mall and replacing it with a Woodman’s Grocery Store that’s expected to open in August.

The project’s next phase will be the addition of restaurants and retail outlets on the property’s out lots. Mayor Cory Mason said it’s been a pleasure to work with the Georgia-based company. "They're a group of people that show up and they're serious. They want to get a shovel in the ground," he said.

The residential component already has a name: It’ll be called Pritchard Park Place Apartments. The complex will include five, three-story buildings, seven carriage homes, underground parking, a clubhouse and solar and electric vehicle-ready infrastructure. It’s expected to be completed in the first quarter of 2027.
