A Kenosha judge has disqualified District Attorney Xavier Solis from continuing to personally prosecute two cases in which a friend and political ally is listed as the victim. Solis had charged Jacqueline Niccolai with defamation, bail jumping, disorderly conduct and restraining order violations in a pair of cases that stem from a long-standing social media feud that involved blogger Kevin Mathewson. In court Monday, Judge David Hughes ruled that Solis had a conflict of interest that prohibited him--but not his office--in prosecuting Niccolai. However, Hughes ruled against a defense motion that had challenged the charges based on the evidence that was presented. Defense Attorney Mackenzie Renner said she planned to ask the judge to reconsider that ruling. The disqualification finding follows a somewhat similar ruling last month by the same judge in a sexual assault case in which Niccolai found herself as the victim. In that case, Judge Hughes prohibited Solis from having direct contact with Niccolai as he goes about preparing his case against the defendant, Niccolai's ex-husband. Renner had asked that a special prosecutor handle the sexual assault case. A status conference is scheduled for next week.

A Union Grove man is facing criminal charges for allegedly using a high-tech camera on a wire to take pictures over and under fitting room doors at Target in Racine. A bond of $5,000 was set Monday for 26 year-old Jacob Schuster. According to the criminal complaint, Target security had been keeping an eye on Schuster as he hung around apparel departments and appeared to be following young females into the unisex dressing area. A police officer approached Schuster as he appeared to be leaving. According to the complaint, Schuster, upon being questioned, declined to give consent to have his phone searched, but purportedly confessed to the allegations. The complaint said additional charges could be filed once investigators obtain a warrant to examine the phone.

A 24 year-old Illinois man who was charged last year with a role in stealing two vehicles from a dealership in Mt. Pleasant and another in Delavan appeared in Racine Court Monday. Colby Hill-Fields was charged following an examination of surveillance video and cell phone, social media and financial records. A $5,000 bond was set.
