North Beach Charges; Kenosha Bars Lose; RUSD & KUSD Reentry in Flux

A dispute between two rival gangs is what led to a shoot-out at North Beach in Racine earlier this month that injured five young people ranging in age from 13 to 20. Criminal complaints were filed Monday against four of the alleged shooters—a 5th gunman has yet to be identified. They range in age from 16 to 20. Police built their cases with the help of multiple city video surveillance cameras and video captured by phone cameras that were carried by people at the scene.

Two Kenosha dance clubs lost their cabaret licenses at Monday night’s Kenosha City Council meeting. The Rain Bar at 30th Ave. and Roosevelt Rd. lost its license on a unanimous vote. Ald. Anthony Kennedy, the only African-American on the council, cast the only vote in support of the Red Zone Sports Bar and Grill on Sheridan at 48th St. Kennedy argued—and the city’s police chief agreed—that the bar had complied with all of the directives it was given in a similar license dispute last year. But extra cameras and security personnel weren't enough to stem disturbances that frequently spilled out of the bar and into the neighborhood. In the past three weeks, police said they were called to the Red Zone nine times, including once for a non-fatal shooting.

Administrators in both Kenosha and Racine Unified vow that teaching and learning will take place this fall no matter what the pandemic looks like. But they concede their reentry plans are still in flux. Racine Unified administration briefed its school board Monday night. Three options remain under consideration and development. They include face-to-face, a mix of classroom and online instruction and all online. In order to keep class sizes low, classrooms might be split into rotating sections. KUSD administrators are expected to present their options Thursday evening in a session that’ll be available online.

The Kenosha City Council Monday night put some teeth back into a measure that originally required employees of bars, restaurants and other license-holders to wear masks. After committee-level consideration last week, the mandate became a recommendation. But then the full council went ahead Monday night to require that establishments at least post their mask-wearing policy at the door. They also recommended that the policies be posted online, if possible.

Kenosha police have fully identified a 28-year-old Kenosha woman who may have been the victim of foul play. They say Tera Hannes lies in a hospital bed unable to speak for herself. Her condition is unchanged from when they first circulated her photo on Sunday with just her first name. They’re asking for the public’s help in figuring out what happened to her.
