Racine County Report: Shoop; Commuter Rail; Placement Rate for Abused & Neglected Kids

The Milwaukee Area-Racine-Kenosha Passenger Rail Commission is growing. When they meet Monday morning in Racine, commission members are expected to admit the City of Cudahy as a regular member.  An intergovernmental agreement was formed to advance the cause of an expansion of commuter rail from Kenosha to Milwaukee. The meeting—beginning at 10 in Racine City Hall—is expected to include an overview of the ongoing planning study, and a description of the next steps in the process. .

There’s additional movement in the drive by some to expand the Shoop Golf Course in Wind Point. Last week the Wind Point Village board approved a lease for an expanded parking lot. Now Racine Mayor Cory Mason is requesting a special meeting of the city council to enable the developers to unveil additional details of their plan. While the course is in the village, the land is actually owned by the city. The lease agreement is for village-owned land adjacent to the Wind Point Lighthouse. The special council meeting has yet to be scheduled. Environmentalists in the village oppose the proposed expansion on various grounds. The village’s Plan Commission has yet to sign off on the expansion, which includes a new clubhouse.

Racine County is congratulating itself on finding ways to reduce the need for some types of out-of-home placements for children who’ve either been abused or neglected. The number of children who’ve been placed in residential care—the most restrictive and costly setting—dropped from an average of 19 per month in 2018 to just one child per month last year.  In a news release, the county says the reduction in placements has been achieved while maintaining strong safety standards. Only 5% of children reenter out-of-home care after they’re reunified with their parents. The county says the financial savings has been reinvested into early intervention services, mental health supports and parent assistance programs.
