Arrest Made in the Shooting of a 16-Year-Old Racine Boy

(WGTD)---An 18-year-old Racine man has been tied to the shooting of a 16-year-old boy on a city street two weeks ago. And it's believed that the shooting--captured by a home security camera--was in retaliation for the shooting death a week earlier of a 14-year-old boy. 

Xavier D. Jackson is being held on a bond of $250,000. He's charged with attempted 1st degree intentional homicide in the shooting of Tamarion Moss. Moss was walking home from the store with family members when a SUV drove up and two subjects jumped out and began shooting at him. According to the criminal complaint, a third shooter may have fired additional shots from within the vehicle. 

Moss was shot 10 times, according to family members. He's recovering after having undergone multiple surgeries. 

According to the complaint, the shooting may have been in retaliation for the shooting death of 14-year-old Eugene Henderson. But authorities believe Moss may have been shot by mistake. The complaint says Moss had nothing to do with Henderson's death, and that Moss is not a gang member. 

Jackson was arrested following a high-speed chase about a week ago that ended in Illinois. While Jackson was arrested, two others who'd been in the vehicle fled.

Authorities recovered two guns at the scene--both believed to be guns that were used in the off-the-mark retaliatory shooting. 

A big lead for investigators came in a close examination of the video that captured the second shooting. The license plate number of the SUV was snared. Police had been on the look-out for the vehicle, and eventually spotted it and gave chase, ending in the arrest.
