Madison---A three-judge federal panel has ruled that the Republican-drawn voting district map from six years ago is unconstitutional. Monday's decision is a major victory for Democrats, although the ruling can be appealed to the U-S Supreme Court. The appeals court judges declined to withdraw the districts themselves, kicking the matter instead back to the legislature. Democrats say the districts were drawn in such a way as to increase the GOP's hold on the Assembly and Senate. Attorneys for the state argued that the districts simply reflect that the state has been trending Republican.
