Kenosha Mask & Capacity Caps Passed by Committee; Racine Fire Injures 3

A Kenosha City Council committee voted 4-1 Monday night to recommend that the full council impose a mask mandate in public places, restrict indoor gatherings to 50% of capacity and require social distancing where feasible. Ordinance sponsor Bill Siel said the measure would help to legitimize what many businesses already have in place and would encourage the wearing of face coverings. A statewide 25% capacity limit is on hold pending an appeal. In proposing the ordinance, Siel cited the surging number of COVID-19 cases. There are a number of exemptions. Masks would not need to be worn in restaurants and bars while eating and drinking.

Three people were taken to the hospital with injuries following a fire Monday in an eight-unit apartment building in Racine located a couple blocks off of Green Bay Road. Authorities said the Byrd Ave. fire in a second floor apartment began when a woman removed her supplemental oxygen and lit a lighter before the tank was fully off. Although the condition of those injured and the nature of their injuries weren't released, the city's fire chief--at a city budget meeting Monday night-- referred to burns having been suffered by at least one victim. The blaze, which took an hour to bring under control, emptied out most of the city's fire stations.

The mayors of Wisconsin's five largest cities urged voters Monday to ease pressure at the polls Nov. 3rd either by voting early, depositing absentee ballots in drop boxes or sending the ballots in by mail. The mayors of Kenosha, Racine, Milwaukee, Madison and Green Bay held an online news conference, saying they're as ready as they can be make sure the voting process is safe and secure. Wisconsin is one of a few states that prohibits clerks from counting ballots before election day. The cities have used some of the dollars they received from a non-profit to buy high-speed ballot counting machines.

President Trump, Vice-President Pence and Democrat Joe Biden are all scheduled to make appearances in Wisconsin this week. Biden's campaign announced this afternoon, without providing details, that the candidate will campaign somewhere in Wisconsin on Friday. Trump is scheduled to hold a rally Tuesday near La Crosse while Pence has scheduled a rally at the Mosinee airport on Wednesday.

The trial for a Racine man who's accused of taking part in a robbery in Salem Lakes two years ago in which a man was fatally shot has been rescheduled. That's because an unusually large number of prospective jurors were no-shows for jury selection Monday or had asked for deferments in advance because of COVID-19. Anthony Harris will now stand trial in Feb. for the murder of Joe Riley and the wounding of a woman. The two were shot when gunmen broke into Riley's Salem Lakes home two years ago and tried to rob him. A gun battle ensued. Two of the four suspects were also shot but recovered. One defendant has already been convicted. February's trial will be held at the Kenosha County Center at Highways 45 and 50 because there's more room. Jury trials recently resumed after a several month pause because of the pandemic.

Two men have been accused of robbing a Kenosha liquor and cigar store Oct. 7th, one of a spate of robberies that have occurred in the city in recent weeks. 52-year-old Dejuan Carr and 41-year-old Pablo Medrano allegedly stole at gun point cigarette cartons, liquor, cash and lottery tickets from Ayra's on 22nd Ave. The arrests were made after one suspect tried to turn in some of the stolen lottery tickets. Bond for Medrano was set at $50,000 Monday. An arrest warrant has been issued for Carr.

Kenosha Police said a Sunday night 911 call from a woman claiming she'd been shot was unfounded, although she had been injured. Police quoted the victim has saying that someone broke into her residence in the 4700 blk. of 20th Ave. Police were investigating.

State health department officials said over 200,000 people have now tested positive for COVID-19. They noted that it took over 7 months to chalk up about 100,000 and only 36 days to double that number. Locally, 100 new cases were reported Monday in Kenosha County; 29 in Racine County and 33 in Walworth County.

Longtime NHL team owner Craig Leipold and his wife, Johnson Outdoors Chair Helen Johnson-Leipold, have pledged $1 million to help Carthage College become a regional leader in advanced preparation for sports management careers. According to a news release, the large gift enables the school to fortify its graduate specialization in sports management, the newest option available to students who are pursuing a Master of Science degree in business.
