Pleasant Prairie Shelves Village Green Plan; Kenosha Council Approves Housing Project

The Pleasant Prairie Village Board voted unanimously Monday night to shelve plans to create a village green--unless a private developer steps forward who's willing to absorb a greater share of the risk. Three years ago, village officials resurrected a long-dormant plan for a mixed-use development west of village hall that was likened to creating a downtown from scratch. Citizens were recruited to help in the planning process. The final product included commercial spaces, 1,500 residential units, an art complex and parkland. After a slightly tweaked version of the plan was presented to the village board at its regular meeting, board member Mike Pollocoff--a former village administrator--moved to send the project back to the plan commission. Pollocoff said he was uncomfortable with the idea of the village creating another tax incremental financing district without an indication of significant private investment. Pollocoff said he still supported most aspects of the plan and said he hoped a private developer would see merit in it as well.

The Kenosha City Council voted 11 to 4 Monday night to approve a zoning change request that would pave the way for low to moderate-income housing on vacant land in the Lincoln Neighborhood. Supporters cited a dire need for affordable housing while opponents expressed concern over how the three apartment buildings would mesh with the neighborhood. The project is contingent on getting state tax credits. The site is where Frost Manufacturing was once located.
