The executive director of Kenosha’s Shalom Center is cautiously optimistic that they will be awarded an $850,000 federal home loan bank grant next month---and---that means their new homeless shelter could open next July. Lynn Biese-Caroll said that homeless shelters qualify as low-income housing. In addition---a local foundation---asking for anonymity---has pledged up to $500,000 for the shelter over the next 3 years All the architectural, construction and environmental components for the new $1.8 million dollar shelter---on 39th Avenue---are already in place. She added that the Shalom Center’s back-up plan---if the grant does not materialize---is to look for money from individual donors.
