The Coalition for Dismantling Racism in Kenosha will discuss Wisconsin’s high incarceration rate Monday evening. The event will feature a Milwaukee physician who’s studied the health effects of the state’s incarceration policies and practices. The presentation by Dr. Geof Swain will be followed by a panel discussion that’ll include Kenosha County District Attorney Michael Graveley, Judge David Wilk, a retired corrections department field supervisor and a former prisoner. It'll be held at the Civil War Museum from six until eight. Wisconsin has the highest incarceration rate in the nation for African-American and Native American males. Prisons are a big drain on the state budget. Several years ago, spending on prisons surpassed annual state appropriations for the U-W system.
