Fire Dept./EMS Consolidation Study Underway in Far Western Kenosha Co.

Nov. 21, 2025 10a

(WGTD)---Three of Kenosha County’s western-most municipalities are studying the possibility of consolidating fire and rescue services that rely heavily on volunteers.

A $75,000 study to be conducted by a Lake Geneva firm is being financed by a state grant.

Mark Nordigian is chair of the Town of Randall. His town, the Town of Wheatland and the Village of Twin Lakes are the three municipalities.

The need for possible consolidation is brought on by rising costs and a shortage of volunteers. "It's gotten to the point where we see the growth that's happening in all three of the communities as well as most of the western part of the county...it's creating what we believe is quite the challenge in bringing these emergency services to the public with reasonable costs," he said.

Randall and Wheatland already have a contract with Twin Lakes’ rescue. But the three entities run separate fire departments.

Nordigian hopes the study will be complete by the end of February.

He says it could become a springboard for a discussion for additional consolidations in the county. "I would like to see Salem Lakes, Brighton and Paddock Lake and all of us kind of get together on the west end and do something together that makes sense," he said. "I don't want to do it just for the sake of doing it--it's got to work."

Stakeholders in the possible Randall/Wheatland/Twin Lakes fire and rescue merger held their first meeting with the consultant this week.
