(WGTD)---Racine police have identified the victim of a hit-and-run accident on July 3rd as 45-year-old Daniel Lockard. That incident happened just after 3 o’clock on the morning of Wednesday, July 3rd in the area of Spring Street and Chicago Street. The only description of the vehicle that hit him is that it was an SUV. The investigation is ongoing.
