A convicted sex offender who purportedly cut off his electronic monitoring device after learning that he was being sought for yet another offense has been arrested.
61 year-old Stephen Smith was picked up at a motel near I-94 and Highway 50 after authorities received a tip from a citizen, according to Kenosha County Sheriff Dave Beth.
Smith allegedly assaulted a 16 year-old girl whom she had met through a friend. The girlfriend described Smith as her "step-father." Beth declined to release additional details because the investigation is ongoing.
Beth told reporters at a news conference Thursday morning that he believes the general public was never in danger because Smith had a habit of grooming potential targets.
The bracelet that Smith had cut off apparently had been placed by the U.S. Marshall's office.
